What a Florida wind mitigation form can and cannot change
The discount is an insurer filing. A new shingle roof fills in some lines and leaves the structural ones alone.

Homeowners from Daytona to Sarasota hear “wind mitigation” as a promise that a new roof will cut the insurance bill. Sometimes the bill moves. Sometimes it barely does. The difference is which lines on the uniform mitigation verification form actually changed.
Insurers in Florida use that form — people still say 1802 — to credit features tied to wind performance. The carrier applies its own filing, in its own territory. A contractor can build the features. A contractor cannot quote you the discount.
The six ideas on the form
- Roof geometry. A hip usually rates better than a gable. You will not turn a gable into a hip with shingles.
- Roof covering. A permitted, newer cover helps this line.
- Roof deck attachment. Re-nailing while the deck is bare can move this line. Nobody can see it after the cover is on, which is why the photos happen during the job.
- Roof-to-wall connection. Clips and wraps are structural. A reroof does not add them unless that work was actually done.
- Secondary water resistance. A sealed deck or an approved membrane, documented, not a slogan on the invoice.
- Opening protection. Shutters or impact-rated openings. Often the largest credit, and not a roofing line at all.
How to use the band on this site
The wind calculator sorts those answers into a thin, middle, or strong band and, if you type a premium, an illustrative dollar range. Treat the dollars as a way to see scale. Then hire a qualified inspector, send the form to the agent, and ask for a re-rate. After you reroof, do it again. The old form describes the old roof.
The building code context is the 8th Edition of the Florida Building Code until December 31, 2026, when the 9th Edition takes effect. Neither edition turns Orange, Hillsborough, Pinellas, or Sarasota County into the high-velocity hurricane zone. That zone is Miami-Dade and Broward. Wind design still applies here.
